About the Department Outreach, Communications and Consulting is a unit of the Office of Information Technology. The unit coordinates a wide range of activities and provides training, consulting, media production, portfolio/project/process management, IT accessibility and information news services to enhance the use of technologies. The unit acts as a liaison to foster engagement and open communication between OIT and the NC State community it serves.
Essential Job Duties The Assistant Vice Chancellor provides oversight, strategic leadership, planning, organizing and project management for the university, Office of Information Technology, and the Outreach, Communications & Consulting (OCC) unit. The unit serves the entire university and consists of the following groups:
  • Education & Outreach
  • Google Service Team
  • Information & News Services
  • IT Accessibility
  • Portfolio, Project & Process Services
  • WolfBytes Video Production


Key responsibilities include training & education oversight for central IT functions, communication and digital media oversight for OIT and service offerings, compliance with university digital accessibility standards, portfolio/project & change management services for large multi-unit IT efforts, coordination of disaster recovery/business continuity planning for OIT, IT strategic planning, campus engagement/liaising across the university for IT, and OCC unit leadership, including staff management and budget. The position also takes on leadership of various projects on behalf of the campus and OIT, such as campus IT strategic plan development and implementation of revised IT governance processes.
Support the strategic efforts of IT on campus - Provide leadership, in conjunction with the CIO and other members of the OIT leadership team for the campus IT community and OIT through promotion of principles, goals and strategies set out by the IT Strategic Plan. Help set priorities within OIT and coordinate assessment. E.g. Provide leadership in IT governance planning, serve as liaison for Google Service Team leadership and IT leadership, serve on multiple project steering teams, etc.
Expand campus engagement with OIT Oversee communication of OIT services, training, web presence and marketing to support the university and its mission. In conjunction with other units, consult regularly with key campus stakeholders to foster engagement and open communication as well as compliance with policies. Coordinate and plan regular IT community events to ensure university wide campus interaction and communication among IT groups and units.
Educate and raise awareness on campus of critical IT issues – Continue to focus training and awareness on critical campus needs supporting the mission including cybersecurity and campus-wide business tools. Expand and improve communications about IT services to help campus learn about how OIT and other IT units can support their needs. Serve on campus committees and workgroups, acting as a liaison between OCC, OIT and the university while promoting university goals and values.
Community outreach - Share knowledge and expertise with the broader community, extending the outreach and engagement model for which NC State is known. As appropriate, serve on EDUCAUSE and other professional organization committees, provide workshops and presentations, and assist with UNC CAUSE. Encourage OCC staff to share their skills and expertise with those outside of NC State through speaking at conferences, assisting professional organizations through leadership roles, etc.
Provide leadership for OCC – Provide a range of leadership, high-level planning, direction, mentoring and management activities for OCC to help staff carry out their mission among the various projects, services, and operational duties. Encourage and support their professional development. A detailed summary of the functions within OCC consists of:
  • Education and Outreach (3 FTE)
    • Coordination of OIT’s participation and presentations for events such as orientations and campus outreach.
    • Creation and delivery of custom workshops as resources and expertise allow.
    • Provision of instructional design and content development for programs and communications
  • Information and News Services (2 FTE)
    • Provision of strategic communications and marketing for OIT projects and services
    • Lead internal communications with regular news and information; annual reports; OIT homepage and news content oversight; etc.
    • Coordination of community engagement and outreach activities
  • Google Service Team Leadership (1 FTE)
    • Ownership of the Google Workspace service for the university
    • Oversight of the cross functional team that manages the service
  • IT Accessibility (1.5 FTE)
    • Review of IT purchases for accessibility
    • Maintenance and provision of services that facilitate an accessible environment
    • Provision of training of the university community to maintain and increase awareness of need for accessible digital services
    • Creation and maintenance of campus partnerships to maintain compliance
  • Portfolio, Project and Process Services (4 FTE):
  • Portfolio & Project Management
    • Provision of portfolio and project management services across the Office of Information Technology (OIT) division, especially for complex, cross-unit projects.
    • Creation and maintenance of standardized project management guideline/processes and tools
    • Coordination of project process reviews for the effective use of people, processes and technology across OIT
  • Business Capability and Process Automation
    • OIT Change Management – coordinates the change advisory board/change management processes
  • Business Continuity and Disaster Recovery
    • OIT Continuity Services – develops and maintains a framework for the IT resiliency plan; coordinates the IT resilience program
  • WolfBytes Video Production Services (3 FTE)
    • Provision of wide variety of video production services to the university community
      • Live streaming, video filming, production, editing and podcasting services
    • Oversight and maintenance of local origination stations
      • WolfBytes TV and Radio stations delivered via streaming, over the top apps and on WKNC 88.1 HD3
    • Training for student staff

Other Responsibilities Perform other duties as assigned by the VC for Information Technology.
Qualifications

Minimum Education and Experience
  • Requires a relevant post-Baccalaureate degree with a minimum of three (3) years or greater of related professional experience, or a relevant undergraduate degree and a minimum of five (5) years or greater of relevant experience may be substituted for the advanced degree.

  • Strong leadership skills with the ability to attract, motivate, mentor, and develop a high performing work team and foster a diverse and inclusive work environment.
  • Ability to understand technology training, strategic communications planning, IT accessibility, project and portfolio management.
  • Demonstrated ability to troubleshoot and resolve both technical and organizational problems in a large multifaceted environment.
  • Exceptional interpersonal and communication skills.
  • Proven ability to build collaborative partnerships with leaders, campus partners, and external constituents.
  • Demonstrated ability to assess operations and initiate new approaches and strategies.
  • Proven strong facilitation, management, and negotiation skills.

Preferred Qualifications
  • Bachelor degree and additional graduate level education or relevant professional certification is desirable.
  • Five or more years of experience in technology advocacy and user services management.
  • Experience in a complex higher education environment is highly desired.
